I am thrilled to be able to share our consultation paper on payments for the next generation today as we kick off our next phase of this work. Next generation digital payments could represent a step change for Aotearoa, offering potential for safer and more resilient payments, data-rich user experiences, and fast, secure and innovative ways to send and receive money. The consultation paper has been developed by our team in conjunction with industry stakeholder input, research, scanning and discussions with other payments associations and experts from around the world. It sets out a best in class, modular approach to core payments infrastructure which leverages learnings from other nations who have already designed or deployed new payments architecture – think India, UAE, Brazil, Singapore, England, countries across the EU, Australia and more. The payments landscape in Aotearoa is incredibly complex at the moment, with a lot of moving parts including things like potential for a Central Bank Digital Currency, renewed discussions around digital identity, proposed changes to retail payments and the introduction of the Customer and Product Data bill. The consultation, which runs until March next year, will be extensive and is critically important to make sure we are focused on the right things at the right time. In my mind the design set out in this paper is a key piece of the strategic puzzle for the long term future of payments in Aotearoa, and I would like to hear your thoughts on how you think it fits and what else we may need to think about.
