James has been with OCSC almost since our beginning and has been the leading figure of our work in the Pacific.   His achievements include 10 CMMs, 2 Cyber Roadmaps, numerous workshops, conferences and other events along with assisting, advising and contributing to many other cyber capacity building projects conducted along the way.    James has deservedly earned a reputation in the Pacific as one of the most knowledgeable individuals on all matters concerning cyber in the region. As James begins the next chapter of his career, he will continue his Pacific journey with OCSC and whilst we wish him every success and thank him sincerely for his enormous contribution, we look forward to him remaining an integral part of the OCSC story in the future.

Last week, OCSC was pleased to be represented at the P4C 2024 Intersessional in Rarotonga.    On Friday, Cameron Boardman presented the findings and outcomes from the P4C 2023 Outcomes Report, and participated in discussions around progress against the recommendations from the Report along with updates from the Partners in the Blue Pacific, who were also in attendance.    The wider Intersessional meeting included panels exploring the threat environment in the Pacific and an open session to discuss the structure and agenda for a future 2025 P4C.    OCSC was especially pleased to receive widespread acknowledgement and endorsement for the 2023 P4C Outcomes Report from the Pacific community. We're reframing the way you think about #cybercapacitybuilding💡 Through OCSC's work in the #Pacific, one theme has emerged: cyber capacity building (#CCB) is not a set and forget exercise. Instead, CCB efforts must be as dynamic as the threats they face. Across the CCB community, outputs and activities can be seen as siloed projects that are confined to the organisation or implementor that they're conducted by. However, in order to maximise the impact of CCB interventions, they must be considered as part of a wider process in a country's journey to #cybermaturity. Introducing the #Cyber Capacity Building Lifecycle. The Lifecycle reframes CCB activities as interrelated parts of the path to improved #cyberresilience. This view is aimed at improving the outcomes of these activities, maximising resources and improving efficiencies. Thursday, 8th August 2024, New York, USA—After nearly three years of negotiations, history has been made with the adoption of the first globally legally binding instrument by the Ad Hoc Committee tasked with elaborating this UN Cybercrime treaty. It's a proud moment, and we thank the chair for her patience and her team's exemplary leadership. The mission has finally ended for this first phase; next will be the ratification process, and Kiribati remains committed to ensuring we ratify the convention at the best possible time. The Pacific has been strong throughout this final negotiation process and I would like to thank our small but mighty team including Tupou Kafa Vainikolo, Tupou Baravilala, John Jack, Karoliina Ainge, our Nauru, PNG, Palau, New Zealand, Australia and our Council of Europe colleagues who have been supporting our participation throughout this negotiation process. Thank you all!

On Friday in NY, two and a half years of negotiations on the UN Convention against Cybercrime were concluded. It’s been a rollercoaster. When it began, the proposed Convention had many provisions that were dangerous for human rights and political freedoms. But the end result has strong protections for freedom of expression and personal data. Australia led the charge on establishing international offences against child exploitation and abuse, working closely with our international partners including from the Pacific. The work of the Aus delegation, led by Briony Daley Whitworth, has been remarkable. Her personal drive and commitment to getting a better Convention led to this result. We now have a truly global framework to cooperate on countering cyber crime. Now over to UNGA before Aus will consider becoming a party to the Convention.

Congratulations to Joe F. for his new role as Global Engagement and Communications Officer at the Global Cyber Security Capacity Centre 👏   We are happy to see our team thrive in new roles and bring their expertise from OCSC to the ever-expanding field of cyber capacity building.    We continue to look forward to the ongoing collaboration and knowledge sharing on cyber capacity maturity models between our two institutions as a part of the Global Constellation Partnership 🤝

Across the #cyber #capacitybuilding (CCB) landscape, practitioners are in agreement that "one size does not fit all".    How then, can CCB programs help host countries improve their cyber resilience, whilst taking into account their unique needs and priorities?   The OCSC #CybersecurityRoadmap provides a tailored, streamlined pathway toward cyber maturity for recipient countries based on their national contexts. 🗞️ OCSC welcomes the news of the new Australian-Fiji ‘MOU on Cyber Security Cooperation’ signed in Lautoka last week and congratulates the two countries on the significant milestone 🤝 Importantly, this #MOU will provide a formalized framework for cooperation on #cybersecurity among various cyber-related agencies and enhance existing #capacity-building efforts 💡 When discussing the MOU, Fiji’s Prime Minister Sitiveni Rabuka highlighted Fiji’s recent #CMM review with #OCSC as a key project informing the National Cyber Security Strategy 📑 We are proud to be helping #Fiji deliver such an important initiative and look forward to working with the government of Fiji as they continue to progress their #cybersecurity maturity 📈 https://lnkd.in/etz_9iCs

🎤 Speaking at the #GCSCC2024 conference in Oxford this week, OCSC’s Director of Research Prof Carsten Rudolph discussed the need for sustainable partnerships in #cybersecurity Using the context of the #Pacific, Carsten highlighted the importance of timing when incorporated the private sector in #cyber capacity building. While recognising the useful roll public-private partnerships can play in capacity building, he stressed that these #partnerships need to be demand driven by recipient countries. This week the Global Constellation of Cyber Security Capacity Centres are excited to be celebrating the 10 year anniversary of the Global Cyber Security Capacity Centre (GCSCC), University of Oxford. In the last decade the #CMM has been deployed more than 120 times in over 85 countries. Founded on the efforts of Prof. Sadie Creese, this has contributed to cybersecurity entering the forefront of global #diplomacy and #policy. While a lot has been achieved in 10 years and yet the global challenges remain urgent. The Constellation partners will continue to work with governments around the world to help them understand their #cybersecurity priorities and to strengthen capacity building responses to address these challenges now and into the future. #GCSCC2024 #cyber #OCSC C3SA_UCT Oxford Martin School
