Established in 2014, the Early Learning and Care Council of Australia (ELACCA) works to promote the value of quality early learning and care for young children and their families. We do this through: co-designing professional learning programs for early childhood educators and teachers; running public campaigns to build the educator workforce; and analysing data on early learning and care performance. We draw on the knowledge and practical experience of our members and represent their views to decision makers in government, the media and the public. Our 19 CEO members include some of the largest early learning providers in the country, representing both not-for-profit and for-profit services. ELACCA members comprise a significant percentage of the nation’s not-for-profit and private providers operating 2,473 services, employing a workforce of 56,708 and providing early learning and care to 369,776 children across metropolitan, regional, rural, and remote locations across Australia.

We are delighted to launch our ITE Boost Queensland program today, welcoming 54 early childhood educators to an accelerated teaching degree course, featuring specialised wrap-around supports and scholarships. The Initial Teacher Education (ITE) Boost Queensland program is funded by the Queensland Government, through its Qualifications Pathways Program (QPP). $10 a day early childhood education sounds wonderful, but at what cost to quality, salaries and supply. Australia's National Quality Framework is world renowned, we need to ensure it remains just that. Heard about $10 a day childcare in Quebec? ECEC in NSW is higher quality (more qualified staff & better paid), more accessible (more places) and still <$10 a day for 40% of children from lower income families. Quebec delivers 'cheaper childcare' by lowering quality. Still we can learn from both international models and what we already do as we move towards a universal, quality, affordable ECEC system.
