The World Bank Group Country Opinion Survey Program (COS) is an ongoing effort to systematically gauge and track the perceptions and views of the World Bank Group's clients and partners across the globe over time. The survey data provide the institution with a more in-depth understanding of stakeholders' views on issues related to the World Bank's work on the ground (how it operates, its relationships, and its knowledge) and other development-related issues. The program is overseen by the Department of External and Corporate Relations, Business Intelligence Team. This collection hosts open, accessible survey data from 29 countries collected in FY 2012 (July 2011-June 2012), 41 countries in FY 2013 (July 2012-June 2013), 42 countries in FY 2014 (July 2013-June 2014), 35 countries in FY 2015 (July 2014-June 2015), 45 countries in FY 2016 (July 2015-June 2016), 35 countries in FY 2017 (July 2016-June 2017), and 39 countries in FY 2018 (July 2017-June 2018), 42 countries in FY 2019 (July 2018-June 2019), 21 countries in FY 2020 (July 2019-June 2020), 36 countries in FY 2021 (July 2020-June 2021), 23 countries in FY 2022 (July 2021-June 2022), 31 countries in FY 2023 (July 2022-June 2023) and over 40 countries in FY2024 (July 2023-June 2024). All data will be regularly updated, and more countries will be added as data becomes available.

From September 2023 to November 2023, a total of 220 stakeholders in Somalia and Somaliland were invited to provide their opinions on the WBG’s work by participating in a Country Opinion Survey (COS). A list of potential participants was compiled by the WBG country team and the fielding agency. Participants were drawn from the Office of the President, Prime Minister, Minister, and Parliament, government institutions, local governments, bilateral and multilateral agencies, the private sector, civil society, academia, and the media. Of these stakeholders, 94 participated in the survey.
The response rate was 43%
The results of this year’s survey were compared to the FY21 Survey with a response rate of 82% (N=164).
Comparing responses across Country Surveys reflects changes in attitudes over time, but also changes in respondent samples, changes in methodology, and changes to the survey instrument itself. To reduce the influence of the latter factor, only those questions with similar response scales/options were analyzed. This year’s survey saw a much greater outreach to and/or response from civil society organizations and academia but a decrease from government principals and the private sector. These differences in stakeholder composition between the two years should be taken into consideration when interpreting the results of the past-year comparison analyses.
