AASHTOWare Project Bids software is used to prepare bids for highway construction contracts. It uses the Bid Component to submit the bids.
The Bid Express (Bidx) website is used to share information about projects.
You must obtain a Digital ID for the Bid Component and submit a Request to Bid with VDOT using the software in order to bid electronically.
When you submit the request, both you and the agency receive an email with the request information. This request will be in pending status until approved by the agency. Email the Prequalification Office at [email protected] for pending requests.
The bid reading typically starts around 10:15 a.m. and bids are placed online, approximately 11:45 a.m. depending on the amount of bids, as well as bidders.
The Virginia Department of Transportation offers online live streaming video of the agency’s public construction and maintenance contract bid letting on its VDOT Live YouTube channel. The use of streaming video for bid openings is provided as a convenience. Should the streaming link access be unavailable or fail during the bid openings, it does not nullify the validity of the scheduled process results.

The Contingent Letting Policy allows for catastrophic technology events such as the failure of a major Internet service provider as well as weather or travel related threats. Such events must be reported to the State Contract Engineer Office immediately at (804) 371-0661. The State Contract Engineer will, at his sole discretion, decide when the policy will be invoked. The decision will be posted on the VDOT website as soon as possible. The Contingent Letting Policy shall be used in the event that the VDOT Central Office is closed due to inclement weather, catastrophic travel events, or if either party experiences catastrophic technology or other unforeseen events that would prohibit the submission of a bid. The receipt and reading of bids will be delayed seven days from the original date, at the same time and place. The contingent date will appear in the Notice of Advertisement for Bids, each month.
Some tabulations of projects may not be included due to the fact that the Commonwealth Transportaion Board (CTB) has not met or a decision has not been made.

This would be considered a catastrophic event and the bid opening would be delayed according to the department’s Contingent Letting Policy, dated October 8, 2002. You will NOT be able to resubmit a bid since only the opening of bids has been delayed. This is handled similar to major snowstorm events.
Yes, in fact we recommend a company having more than one Digital ID on file. The bids can be viewed / withdrawn by any registered Digital ID of the SAME Vendor ID number. We have this in place so if someone becomes ill or is unreachable, someone else within the company may access all bids.
Joint Ventures are given a new Vendor ID in the prequalification process and can get a Digital ID with that joint venture vendor number.
The Surety Company name IS really the Company name and not the agent’s name. The agency name and contact can be found at the bottom of the bond where it is signed. The Max Allowed Amt field, will calculate 5% percent of your bid when you enter 5% into this field. You could also enter a dollar amount.
Unless specifically asked to delete data or disk space becomes an issue, InfoTech has no plans to delete any information.
The reason why this is not happening is that only those fields that have a yes/no question box or fill-in boxes are considered changes as far as the bid program is concerned. The folder color is only tied to these boxes being filled in or not. Since the acknowledgement of the revision is a form and is not tied to the proposal item changes, as far as the BID program is concerned, everything on the miscellaneous screen is still correct.

Yes, within the same company. This is the same scenario as question # 4. The bids are available by any Digital IDs registered for the SAME Vendor ID number.
The Alpha O is not allowed. The first three characters are letters, the remainder are numerical.
As long as VDOT goes through the formal process of withdrawing the bid from Bid Express (through the admin pages), any bids received by Bid Express will not be passed on to the DOT. They won't be deleted from Bid Express (BidX never deletes a bid), however they will be moved from the "live" bids area.
