NEW CUSTOMS SECURITY AND SAFETY PROGRAM – ICS2 Go-live Date and Regulation

Dear Valued Customer, 

 

We would like to update you on the upcoming implementation of the European Union's Import Control System 2 (ICS2), which is scheduled to go live on June 3, 2024. Evergreen has been granted a later deployment window by the National Customs Authority and will initiate lodging Entry Summary Declarations (ENS) into ICS2 starting September 2024.

 

Under these new regulations, a mandatory risk assessment must be conducted within 24 hours upon receipt of ENS filing via Customs system (Shared Trader Interface) as confirmed by the MRN. The cargo can only be considered for loading at compliance load port after a successful ENS submission, which will be confirmed based on the acknowledgement received in the form of an MRN.

 

To ensure full compliance with the new ICS2 requirements and timely processing of ENS filing, shipping instructions with comprehensive information about the goods must be provided at least 36 hours before the vessel's arrival at the port of loading. The following necessary ENS data elements are required to be included as part of the shipping instructions:

 

- A detailed and accurate commercial description of the goods.

- 6-digit Harmonized Commodity Code.

- EORI number of the consignee (for EU shipments only).

- Complete address of the consignee, including P.O. Box Number, Postal Code, and Sub-division Code.

- Identification (EORI number) of the supplementary declarant (self-filer).

- Buyer and Seller information, as well as house-level details for EU-bound cargo if the filing is via Evergreen.

- CUS code for chemical substances, if applicable, as maintained in the ECICS/European Customs Inventory of Chemical Substances.
