⚠️ Disasters are NOT natural! . As per the article below, the United Nations Office for Disaster Risk Reduction (UNDRR) has been campaigning for many years to make people understand it. That is particularly true for water-related disasters, such as those caused by droughts and floods, landslides, storms and severe pollution - which are some of the most common hazards that cause this kind of disasters. Such disasters are generally the result of unsustainable human practices, unsustainable urban and rural development, and lack of adequate prevention. . In most Small Island Developing States (#SIDS), water-related disasters cause devastating social, economic and environmental impacts, which challenge their resilience abilities and hamper their efforts to promote and pursue sustainable development, while ensuring prosperity and well-being to their populations. This is why UNESCO's SIDS Section, in collaboration with the Division of Hydrology and colleagues of the field offices in the three SIDS regions, are organizing a High-Level Global SIDS Dialogue on "Water Security for Resilient Prosperity of SIDS", which will be held on 12-13 November 2024 at UNESCO's Headquarters in Paris, in hybrid modality. In the event, prime and line ministers of SIDS will draw the attention of the international community on water-related disasters and water security, and technical experts from SIDS will share some of their relevant best practices to address those. The event is also a follow-up action of UNESCO in response to the relevant discussions and commitments made at the 4th United Nations International Conference on SIDS (#SIDS4), held in the Caribbean island Antigua and Barbuda last May. . I agree that these aren't simply "natural" disasters. While the underlying hazards may be natural, human decisions and vulnerabilities often exacerbate the extent of their impact. This is precisely why the work of UNDRR and UN-Water is so crucial. I'm particularly encouraged by the three key actions you outlined: Data-driven decision-making: Helping countries understand their water-related losses is fundamental to effective risk reduction and management. Data can illuminate the specific vulnerabilities and inform targeted interventions. Resilient Infrastructure: Investing in resilient infrastructure is an investment in the future. We can protect lives, livelihoods, and economies by designing and constructing infrastructure that can withstand water-related hazards. Early Warning Systems: The #EarlyWarningsForAll initiative is a powerful tool for mitigating disaster risk. Early warning systems can give communities time to prepare and respond, saving countless lives. Your commitment to supporting the UN System-wide Strategy for Water and Sanitation is commendable. I am very much puzzled by this #framing. “These aren't "natural disasters" - they can be avoided through human decisions”. Does this beyond #adaptation requirements refer to the fact that #globalwarming and the (indeed human-induced) #climatecrisis resulting in extreme weather, floods and prolonged and more intense droughts too?; in addition to more frequent and severe human-induced #heatwaves? If so, why not explicitly mentioned? Meanwhile, it has become common to refer to the more severe impacts of #ElNiño, but seldomly how that relates to global warming and that it is part and parcel of the human-induced #climate crisis. In addition, there are the increasing inequalities and power imbalances (affecting #water & #landrights #righttofood, and decisions about landuse among others) making deprived communities, #women and #youth most vulnerable to disasters while they contribute the least to the climate crisis. I am also assuming that human decisions to mitigate referred human induced #climate crisis disasters include rapid and strong reduction of GHG emissions based on an energy transition (phasing out #fossilfuels) and transitioning industrial (crop & livestock) farming (back) into integrated local agroecological agriculture & food systems? #DisasterRiskReduction #DRR

What makes people vulnerable? Vulnerability can be a challenging concept to understand because it tends to mean different things to different people and because it is often described using a variety of terms including ‘predisposition’, ‘fragility’, ‘weakness’, ‘deficiency’ or ‘lack of capacity’. Some definitions of vulnerability have included exposure in addition to susceptibility to harm. However, it is now understood that exposure is separate to the ‘susceptibility’ element of vulnerability since it is possible to be exposed, whilst at the same time not susceptible to #naturalhazards.
