How GSA’s TOTAL BPA option helps federal agencies accelerate digital modernization and advance mission outcomes.

When it comes to digital modernization in the federal government, agencies share a common end goal of improving the public experience and increasing operational efficiency—but their starting points vary. Some have already notched modernization successes and have built momentum for transformation throughout the organization, while others are newer to the modernization journey.

To accelerate modernization across federal agencies, the General Services Administration (GSA) created IT modernization Centers of Excellence (CoE), which ICF supports. Comprised of cross-functional IT modernization experts drawn from partner agencies, GSA, and trusted industry partners, the CoE model is embedded in each agency and focuses on six functional areas: artificial intelligence, cloud adoption, contact center, customer experience, data and analytics, and infrastructure optimization.

GSA’s five-year TTS Organizational Transformation to Agile Lifecycle (TOTAL) blanket purchase agreement (BPA) was designed with speed in mind, streamlining the GSA process for awarding task orders to allow federal agencies to partner with GSA and trusted industry vendors like ICF without having to go through a time-consuming RFP process.

But digital modernization in the federal government is most effective when the first steps are as easy as possible, with obstacles removed and a clear path ahead.

A way to advance your modernization efforts quickly with proven methods and best practices—no matter where you’re starting from.

Efficient and effective service delivery

We’ve been helping GSA deliver on its mission of efficient and effective services to the government and the American people for over 10 years. Successful modernization requires an artful blend of people, process, and technology considerations—with a relentless focus on enabling business transformation. Our experts work closely with GSA Technology Transformation Services and GSA Centers of Excellence to provide support in data analytics, customer experience, infrastructure optimization, cloud, AI, open source, Agile, DevSecOps, and application development.

From this vantage point, we understand what agencies need to modernize effectively in a climate of competing pressures and increasing expectations. Innovative blanket purchase agreements like the TOTAL BPA pull the threads together to give agencies a one-stop-shop for effective modernization.

3 benefits of a one-stop-shop for federal agencies

1. Expertise: You don’t need to reinvent the wheel. While each agency brings specific mission needs to the table, technology expertise and modernization best practices are transferrable from one environment to another. From experience, ICF and GSA know what works well in the federal government, and they share this knowledge with partner agencies through the TOTAL BPA.

2. Speed: The TOTAL BPA allows agencies to more quickly partner with GSA and ICF without having to go through a full RFP process, carving months off the standard process.

3. Longevity: You can’t afford to take risks when it comes to mission delivery. Your modernization partner should have a proven record of successes in the federal space—and be able to speak to the nuances of government modernization. ICF has been a trusted partner to federal agencies for more than 50 years, and our digital modernization capabilities allow us to provide continuous support as needs evolve.

Accelerate your modernization efforts

As federal leaders seek partners to help with technology modernization efforts, the TOTAL BPA offers a successful mode to get further, faster through streamlined service contracts. As we know from our history of supporting GSA’s Centers of Excellence, this model accelerates modernization by bringing together cross-functional expertise from partner agencies, GSA, and trusted industry vendors. The result? Better, faster, smarter ways to solve mission challenges and deliver on the promise of digital-first government.
