In line with the Long-term Care Policy, the National Property Administration has launched four establishment of superficies in designated industries by public bidding. We welcome eligible parties to bid enthusiastically

  In order to facilitate the central government's promotion of national policy needs, the NPA has added establishment of superficies in designated industries by public bidding and selected long-term care service industries for trial use. Today, it announced four national land targets in excellent areas with good location conditions. The announcement period will last for three months and be closed at 17:00 on August 26, 2024. An investment briefing is expected to be held in June. All sectors are welcome to actively participate and bid.

  The NPA stated that the establishment of superficies in designated industries by public bidding will be determined through public selection. The operation is divided into two phases. The first phase is the qualification examination. The qualifications of the bidders are limited to long-term care institution consortiums or consortiums that have obtained the establishment license of long-term care institutions in accordance with the law. In the second phase, the proposals submitted by qualified bidders will be evaluated. The evaluation items include the bidder's professional ability and relevant experience, the planning concept for the establishment of a long-term care facility, and financial plans. Royalties and annual interest rates on land rent are also taken into consideration when selecting projects.

  The NPA further indicated that the bids in this batch are from New Taipei City, Hualien County, Taichung City, and Kaohsiung City, each with a total area of 2.41 hectares of land, and that the land-use zoning is for residential areas. The land in Linkou District, New Taipei City, is approximately 4 kilometers from the Chang Gung Hospital in Linkou, with well-developed living opportunities; the land in Yuli Township, Hualien County, is on a square hillock with an area of over 1.8 hectares, and is close to the Taipei Veteran's General Hospital, the Ministry of Health and Welfare's Yuli Hospital, and the Taiwan Railway Yuli Station, making it a rare large-area landmark; the land in Qingshui District, Taichung City, is close to the Provincial Highway 61 and the Tung MetroHarbor Hospital, making it an excellent location; the land in Zuoying District, Kaohsiung City, is located in the downtown area of Zuoying and is close to Kaohsiung Veterans General Hospital with convenient transportation and excellent public facilities. Each project should specify the type of long-term care institution according to the needs of the area where the target is located. At least one type of long-term care institution should be selected for construction. The scale of the long-term care institution should comply with the Standards for the Establishment of Long-term Care Service Institutions, and the remaining space can be used for mixed-use.

  The establishment of superficies in designated industries by public bidding complies with the Long-term Care Policy, designating the type of long-term care organization and restricting the bidding to legal entities with long-term care professional consortiums. The reserve price of the premium and annual interest rate of this tender are lower than those of the general open tender for the establishment of surface rights conducted by the NPA, and the total reserve price of the premium is more than NT$313.23 million. The duration of the surface rights is 70 years. The annual interest rate of the land rent is 3%. The annual interest rate of the land rent is 1%, which is adjusted according to the declared land price. If the bid amount exceeds the base price, the amount of the annual ground rent interest rate bid by the bidder will be added to the portion that is not adjusted with the declared land price. The royalties and the annual ground rent interest rate will be calculated based on the amounts listed in the bid form. The location conditions of each of the bids announced in this batch are of high quality. All sectors are welcome to bid enthusiastically.
