National Threat Evaluation and Reporting Program Office
The National Threat Evaluation and Reporting (NTER) Program Office works collaboratively with federal, state, local, tribal, territorial and private sector partners to build capacity to: recognize the warning signs of terrorism and targeted violence [1], triage suspicious activity reporting (SAR), and address threatening or concerning behaviors before an individual escalates to violence.
Through National Programs, Public Awareness & Training, Targeted Violence & Terrorism Prevention Resources, and Partner & Program Support, NTER strategically engages homeland partners to advance or fill gaps in their threat identification and mitigation capabilities.
[1] NTER defines targeted violence as any premeditated act of violence directed at a specific individual, group, or location, regardless of motivation, that violates the criminal laws of the United States or of any State or subdivision of the United States.
