According to the Thai Ministry of Interior in 2000, the flag of Ubon
Ratchathani is horizontally divided pink over very dark green (and not black),
with a pink lotus flower in the upper pink stripe, and in big white letters the
name of the province in the lower dark green stripe. The flag can be seen on the
provincial website :

The
provincial seal shows a lotus flower in a pond in reference to the meaning of
the name of the province, 'Royal City of the Lotus Flower'.

The [current flag] is rather atypical [as compared to other provincial flags it has no seal]. I found a black and white image of the provincial seal (no flags) in the Ubon Ratchathani website.
