The harsh weather has been a setback for South Africa’s ports, which are battling to lift their game after low rankings from the World Bank. The owner, Transnet, disputes the bank’s methodology, but the ports’ decline has been obvious for the past several years, even without the storms that have lashed the coast recently.
Last year was a low point, with exporters seeking other ports and even going the more expensive air route...
