Northern Ireland Secretary Mo Mowlam suggested that the Westminster oath of allegiance to the Queen could be “modernised” to allow Sinn Fein MPs to sit in the Commons, according to state papers.

The proposal was contained in a draft letter prepared for the secretary of state to the leader of the House of Commons, Ann Taylor, on June 16, 1998.
