@Aklapper sorry for the super late reply just came back from a long vacation... I just enabled the 2fa for my Phab... and yes you are absolutely right about the underlying intention, thanks for clarifying for me :)

• - User has signed the L3 Acknowledgement of Wikimedia Server Access Responsibilities Document.
• - User has a valid NDA on file with WMF legal. (This can be checked by Operations via the NDA tracking sheet & is included in all WMF Staff/Contractor hiring.)
• - User has provided the following: wikitech username, preferred shell username, email address, and full reasoning for access (including what commands and/or tasks they expect to perform. - existing shell user

@Nuria can you please take action? this would help a lot.

Again, It's up to you and the numbers you provide (WMDE has)... and thus should be tested accordingly... I think over engineering / making assumptions and increasing abilities is not always the right thing.

My answer would be, it should be addressed by need... how many requests is it getting per second? how many users are using it currently? if you are not close in any way to achieve the minimum limitations, I'd argue to create a ticket for the future to fix (if needed) and move on.

It seems to me like the Acceptance Criterias have been met and generally we prefer these things to go through our regular process, so currently the bug is fixed and if it's OK @kai.nissen and I can join forces with @Jan_Dittrich and speak about the changes you want and introduce that to the team in their next iteration....
