All QIN De-can wants is to strike it rich. He tries his best to sweet-talk and bribe the Japanese colonial police, and hopes the weighing of sugarcane will go smoothly. But the Sugar Company rigs the scale to cheat the farmers, and the police arrest people based on their own whim.
