Why is that ineligible? In 2014 I was allowed to usurp this user name, which had only made 21 edits, in 2001. Please note that en:Wikipedia:Changing usernames/Guidelines states that Renames are a matter of discretion and renamers may depart from the guidelines where there is good reason to do so. Because there is a substantial portion of the community (not necessarily from enwiki, but elsewhere) that doesn't accept the need for usurpations when the target account has content contributions. We don't currently have a community-approved usurpation policy, but the one that will eventually be approved has such a requirement and that is widely followed already. @K6ka: I beg to differ in context with the phrase they don't appear to have been instantly reverted or deleted. Do you refer to deleted edits, which I of course can't see? For me global contributions page shows 37 edits in en.WP from 2003. I've clicked through the article history for each of them. Each and every of Eddies edits have been reverted instantly (most of them directly by the edit that follows, others took no more than five edits in between before everything Eddie did was reverted 100%. Out of 37 edits I just found a single one which wasn't reverted (which was a statement on a users page that "Eddie" is not identical to another user called "Michael"). It seems "Eddie" was a sockpuppet of "Michael", spammed around, was blocked and everything of him was undone, which doesn't look like significant contribution to me. Yet I don't really know if "all edits have been reverted" is a legit reason why usurpation could be done, I was just opposing to your phrase as quoted above. If 37 edits are significant enough to make this username unavailable for usurpation, no matter whether they have been reverted, feel free to set "Not done" here. If all edits were clearly disruptive, I'd agree. I have however checked his last edit, which seems to have formed the base for the article and even though the article was initially contested, it was finally kept, and Eddie was one of its contributors. Regarding above suggestion I would like to inform you that I registered this name at 2004 and for ages had not used it (may signed in for rare times)! by the way few month ago I made my plan for being active and more helpful in wiki, and tried to use this account, but I couldn't login !! after investigation I find someone took this username and after their registration day when was about 11 years ago, he/she made just 6 edits in one wiki and 4 of them are 0 bytes !!
As I explained before, my current username should be changed as quick as possible because I am in uncomfortable situation and can not concentrate and being helpful for wiki projects what I started couple months ago, I have strong desire to finishing each of them on-time. It would be technically possible to complete this request, but with the user inactive I'm not seeing any strong need to. There are no attribution issues with the two usernames, and if they ever come back the accounts can be merged. Data integrity is already there; there are no attribution issues with changing a username, even in a forced way with SUL finalization. We could go through and fix all these errors with SUL finalization, but unless it is at the request of the user I don't see much need to. I'm not closing this as not done though, if another steward wants to action this I won't object. It just seem like a make-work project to me (not necessarily this one case, but the precedent of trying to fix every other error without involving the actual user in question). In a purely mechanistic sense data integrity is there. But as presented to the human user of the system, it isn't. Every link to that user's user page and user talk page on enwiki is now red. Yes, you can click a red user link and be presented with a message saying the user has been renamed; but you also may not be presented with one. This extremely poor UX is a consequence of the extremely poor implementation of the system, and will probably never be resolved given current development practices. Such a situation is barely tolerable for users that were forcibly renamed for the legitimate reason of a conflict, but pointless to allow to exist in the case of a user that was renamed unnecessarily. As an enwiki admin with a particular interest in maintaining the integrity of the archive for readers - who have been our prime consideration in building this project since day 1 - I hope another steward will rectify this. By the way, regarding "make-work", I'm pretty sure you've now spent more time arguing against doing this than it would have taken to do it in the first place. — Scott talk 13:09, 13 January 2017 (UTC)

We can't merge local accounts into a global one - a developer needs to do that. Unless that is done, the account remains unlinked from SUL and would possibly eventually be moved back away.
