Yes, this film recounts the events of Venezuelan-born international terrorist Ilich Ramírez Sánchez (also known as Carlos the Jackal) during the 1970s, 80s and part of the 1990s. The story continues into the 1980s when Carlos was finally captured and imprisoned in Sudan. He remains imprisoned in France to this day.
Throughout the length of the film Carlos is never referred to as "The Jackal".

Carlos was increasingly nervous & paranoid about the Hungarian police watching him all the time. He'd been told by the Communist Bloc that he'd be under their protection & assumed that meant he wouldn't be under surveillance. Coupled with the weapons smuggling he was doing, it pushed his patience and temper to the limit.
