Add AWS Secrets Manager to the Explorer Window

I work a lot with our AWS Secrets Manager writing auto-rotation lambdas for 3rd party services whose passwords we're storing in AWS. It would be useful if the toolkit could display the Secrets Manager service, the secrets, and give options for retrieving/setting the secret, view rotation setup, and trigger rotation. Also nice to have: see Cloudwatch logs from the automation Lambda, or link to the Lambda in the Lambda menu so it's easy to open the right one.

Currently have to log into the web console to see this information or use the cli, would be nice to have it in the toolkit.
