What is “Metaverse Seoul”?
Metaverse Seoul is a Metaverse platform where citizens can access a wide array of administrative services, such as economy, culture and tourism, education, and civil services, as avatars that represent them in a three-dimensional virtual space.
One of “The Best Inventions of 2022” selected by TIME, it is the world’s first metaverse platform developed by the Seoul Metropolitan Government.
In recent years, metaverses have emerged as one of the key contactless communication channels. Seoul adopted the trend across the full range of its administration to create unique and new public services that transcend time and space, while building the technological and institutional foundation to make it accessible for people across all ages without marginalizing anyone.
What can we do in Metaverse Seoul?
Citizens can navigate the 3D virtual space of Metaverse Seoul as avatars representing themselves to access Seoul’s wide range of administrative services, including economy, culture and tourism, education, and civil services, and participate in city administration. They can also communicate with other avatars, shaping the vision for a new Seoul in the future.
The virtual world also includes various locations and activities worth visiting. The Civil Safety Experience Center teaches visitors how to deal with disasters that are difficult to experience in real life. The Real Estate Contract Experience program provides tips about signing real estate contracts. You can also visit Dongdaemun Design Plaza (DDP), a tourist spot well-known for its Seoul Light show and other spectacles.
What services does Metaverse Seoul provide?
- (Citizen Participation) Virtual versions of Seoul City Hall and Seoul Plaza have been built into the platform as a participatory space where all citizens can get together and enjoy.
- (Industry Support) Metaverse Seoul supports the industrial ecosystem by offering new opportunities for ventures and startups, including PR support and investment consultation.
- (Youth Counseling) The Virtual Avatar Counseling Center helps young citizens seek help with issues that can be difficult to discuss face-to-face, including academic, career, or relationship issues.
- (Tax Support) You can calculate your taxes, including auto tax, acquisition tax, and local taxes, in advance, learn about local taxes, and use the AI chatbot for tax consulting.
- (Document Issuance) You can request various certificates, including the resident registration certificate, without leaving the metaverse and have them sent to your “Seoul Wallet” app.
- (Chat Service) Metaverse 120 Center offers convenient chat services where you can ask about anything related to Seoul’s administration.

Metaverse Seoul Master Plan
Master Plan (2022–2026)
The SMG’s Metaverse Seoul Master Plan (2022–2026) was established as the first comprehensive plan among local governments to start the establishment of a new technology-based administration platform called Metaverse Seoul, which quickly responds to the changing administrative environment, such as post-pandemic society, and provides all-new public services. (Oct. 2021)
The high-performance independent platform of Metaverse Seoul will be established by late 2022, and a metaverse ecosystem across all areas of administration (including economy, culture, tourism, education and complaints) is planned to be implemented.
– Areas
1. Economy (Nurturing an industrial ecosystem utilizing the metaverse)
Company support services which were previously carried out offline is created in the metaverse to attract foreign investment and provide an area for training and cooperation between companies to stimulate the contracted industrial ecosystem due to COVID-19.
Digital content creation training and networking among new campus town companies is carried out within the metaverse to nurture companies.
2. Education (Metaverse-based interactive learning support)
Being the most actively promoted sector, a virtual campus of Seoul Open City University will be created and Seoul Learn will provide various interactive content, such as lectures, mentoring, and career counseling, for youths who are more digitally literate and familiar with the metaverse environment.
3. Culture & Tourism (Experiencing content and culture via virtual marketing)
Seoul’s unique tourism resources will be reproduced in Metaverse Seoul to increase cultural tourism competitiveness, and interactive content will be featured, such as for various festivals and exhibitions, to faciliate offline tourism due to the pandemic.
4. Communication (Citizen-oriented open communication)
Public services frequently used by citizens are provided through the metaverse, such as complaints, consultations, and public reservations, as well as supporting the strengthening of citizens’ digital literacy required in the era of digital transformation.
5. Urban (XR-based urban innovation)
Extended reality (XR) technology which combines virtual and reality like virtual reality (VR) and augmented reality (AR) is applied to upgrade urban management compentency and develop services for the safety and convenience of the socially vulnerable, such as persons with disabilities.
6. Administration (All-new virtual administration more convenient than reality)
The metaverse will be introduced to the SMG’s municipal administration to increase efficiency, quickly respond to environmental changes through providing an all-new virtual administration directly to citizens.
The metaverse conference service will be introduced to host various events and use as a communication channel, and a metaverse-based remote work environment using various new technologies will be established. Big data services which allows intuitive usage and sharing of public and private big data will be provided.
7. Infrastructure (Creation of a stable infrastructure in Metaverse Seoul)
With the above agenda, the establishment of Metaverse Seoul as a physical foundation for operating metaverse services in each sector will be carried out starting next year, along with establishing institutional foundations to secure integrity.
Furthermore, a management system will be created such as establishing a guideline to regulate the standard operation of Metaverse Seoul.

Blockchain platform
The SMG enhanced reliability and security by applying blockchain technology and a blockchain platform was established to expand specialized services that can be felt in citizens’ daily lives.
Through the blockchain platform:
- Reliability, transparency, security is enhanced by applying blockchain technology to administration services
- Seoul’s key blockchain administration services which can be felt by citizens is nurtured with priority
- Efficiency can be enhanced by connecting with similar blockchain projects by other public institutions.

Seoul Wallet is a blockchain-based contactless public service opened in July 2021 which can be conveniently and safely used by all citizens of Seoul.
Citizens are issued a digital ID for self-authentication via Seoul Wallet to received tailored digital administration services.
Major features
Seoul citizens can store and submit more than 100 governmentally-issued electronic certifications such as the resident registration certificate, immediately check if they are target for welfare services application such as youth rent, and simply prove identification by providing personally issued digital IDs as a QR code. Starting from December 2021, the public my data-based ‘Move-on’ service which allows simple and quick processing of various services related to moving, such as moving-in notification, confirmation date issuance, and bank loans, without visiting the local community service center or providing documents.- GOV.KR e-certificate (100 types)

Seoul Public Service Reservation
Seoul Public Service Reservation provides comprehensive searching and booking for public services, such as sports facilities, meeting rooms, cultural events, and education, operated by the city, districts, and affiliated institutions.
Major features
- Search and book public services such as city performances, exhibitions, museums, and local community service centers
- Search booking info via the Seoul Talk chatbot
- Simple log-in via social media, mobile payment
