Population Variance?

I'm just wondering why there is such a large population variance, for the City of Corning, between the figure reported in the last Census...and the figure showing in the right hand margin overview. In examining the growth between the 2000 and 2010 Census, the population reported in the overview--which would be the growth between 2010 and 2013/14--doesn't make sense to me. (You can find the population reported in the last Census in the first paragraph on Corning.)

If the figure in the overview is correct, does anyone know the reason why the population more than doubled over the course of a three to four year period? Thanks...
