The Kuppam Area Development Authority (KADA) is an urban planning agency in erstwhile Chittoor district of the Indian state of Andhra Pradesh. It was constituted on 25 January 2015 with the headquarters located at Kuppam.

Kuppam Area Development Authority with headquarters at Kuppam. It covers six mandals – Kuppam, Gudupalle, Santhipuram Ramakuppam, Mallanur and Rallabuduguru along with Kuppam municipality which forms part of Kuppam Revenue Division. It is meant for the overall economic growth, development, achieving sustainable development goals (SDGs) and zero poverty in the KADA region
The State government also reorganised the administrative structure of KADA to ensure a single line system for better coordination among various functionaries for an integrated approach. As such, it has re-designated the Special officer post as Project Director, KADA who will be directly responsible for planning and implementing all government programmes. The Project Director will review all the programmes and directly report to the Collector who shall be the Chairman of KADA.

[edit]Government of Andhra Pradesh after careful consideration of the matter, the following orders are issued;[1]
(a) Special Officer KADA shall be redesignated as Project Director of Kuppam Area Development Authority.
(b) The PD KADA shall be directly responsible for planning and implementing all government programs within the KADA region and all the functions and responsibilities of the officials of the line departments within the KADA region shall be reviewed and monitored by the PD. Further the PD shall plan and execute programs/projects/schemes for achieving macro-economic growth,realize Sustainable Development Goals and attain 'zero poverty' in the KADA region by adopting the P4 approach (public,private, people, partnership).
(c) An IAS officer of AP cadre at the senior time scale, who has worked as Sub Collector shall be appointed as PD KADA.
(d) Collector and District Magistrate shall be the Chairman of KADA and the PD shall directly report to the Collector.
(e) To ensure that the objective of single line of administration is realized and as the KADA area is now a separate revenue division, all the following line departments shall deploy a dedicated divisional level officer for the KADA area with necessary powers and responsibilities similar to any other administrative division in the state, if not done already. i. (f) All officers and staff working in the KADA region including the Revenue Divisional Officer of Kuppam shall be under the administrative control of PD KADA
(g) In respect of officers whose jurisdiction lies within and outside the KADA area, the officers shall be responsible to PD KADA as far as KADA area is concerned.
(h)The PD KADA shall conduct regular review meetings of all the departments and the concerned officers/staff working within the KADA region shall attend the review meetings.
(i) In case of departments whose staffing pattern is not contiguous to a revenue division (ex.Industries/IT/endowments), district heads of such departments shall send a senior officer in the district to attend the review meetings of KADA, if required by the PD KADA.
(j) The PD KADA shall not relieve any officer/staff member on transfer unless an alternative join in his/her place.
(k) The PD KADA shall approve the casual leaves and TA bills of all the gazette officers working in the KADA region including the Revenue Division Officer, Kuppam.
(l) The PD KADA is authorized to call for any records, inspect and review any regulatory and development works within the KADA area.
(m) The PD KADA is empowered to initiate inquiry into any allegations against the gazette officer working in the KADA region.
(n) The PD KADA will initiate the Annual Confidential Reports of all the above divisional level officer and will countersign the Annual Confidential Report of mandal level officers.
