Wikipedia:Revert, ignore, semi-protect

The classic wiki technique of Wikipedia:Revert, block, ignore has become less efficacious due to technology changes -- as Internet access has shifted from hardwired to mobile, it's much easier for a person to have access to a large pool of different IPs they can change quickly, such that range blocking is problematic. So we have to shift more of a revert ignore semi-protect model. If a person persists in repeatedly disrupting a Wikipedia page from a range of IPs that make range-blocking counterproductive, the page should be semi-protected for a short duration.
