WTC Cortlandt

Cortlandt St on the 1 train was destroyed by terrorists in 2001. A station was opened there in 2018. Does it count as a "Cermak-McCormick" type infill? Because I know that closing stations for renovation is very common, and Government Ctr definitely isn't an infill.
