Greçë Memorandum

The Red Book or the Gërçe Memorandum was a group of twelve requests for the establishment of an autonomous Albanian province within the Ottoman Empire. The Memorandum was jointly written by Ismail Kemal bey Vlora and Luigj Gurakuqi.[1]
