Construction Question

I've got two questions that may help the article read more clearly. First, it's mentioned that the avenue was commissioned in 1847, but that Brussels didn't annex the land until 1867. Was there any construction in Ixelles between these years in preparation for the avenue despite the resistence? Was there an existing street here prior to these plans? When was the actual avenue constructed? Secondly, speaking of the annexation, how was this effected? Is this something that had to be approved by the province, national government, etc? The summary for this avenue is that a residential subdivision was platted in 1840; the developers proposed an avenue to connect this subdivision (in Saint-Gilles) and the city to the proposed Bois de la Cambre in 1844, and the national government declared the project a public utility; the private developer was granted a concession to start the project, but they failed to follow through and by 1856, that concession was revoked. However, by 1859, the national government regranted the concession to the same developer, but changed the financing that the City of Brussels would pay to construct it. It appears preliminary work on grading started in June 1860; the land was annexed to the City of Brussels in April 1864, and final plans for the part of the avenue south of the roundabout were formally approved in July 1864.
In any case, the 1847 date is not a accurate date for any part of this project from what I can find. 1844 can be mentioned as the impetus for the idea of the project; but it would not be until 1859 when the avenue proposal was formally approved/decreed. And, it sounds like actual construction didn't begin until 1860, and probably didn't end before 1865, which are the dates probably worth being placed in the infobox and highlighted.
