Tropical Cyclone Seroja is a currently active tropical cyclone. It formed off the south coast of Timor island as a tropical low on April 5th at 1800 UTC.[1][2][3] It brought large amounts of flooding and thunderstorm activity to the island, causing widespread damage before it was named. As of 5 April 2021 at 1900 UTC, it is estimated that around more than 60 people were killed in both Indonesia and East Timor, while dozens are still missing.[4][5]

On 3 April, a tropical low formed within an active trough to the south of Timor.[6] The low was located in a generally favorable environment with deep moisture, low vertical wind shear, and defined outflow.[7] The low drifted close to the coast of Timor very slowly with persistent spiraling bands of convection occupying the storm's circulation, producing prolific rainfall in the surrounding regions on 4 April.[8] At this time, the low pressure system was located inside the Area of Responsibility (AOR) of TCWC Jakarta.[9] By the early morning of April 3, the presentation of its structure had improved with spiral bands of deep convection and tight curvature at its center.[10] Although there were fluctuations in central convection, a favorable environment of deep moisture, low vertical wind shear, and good outflow meant further development of the system was expected. [7] [8] Meanwhile, the Joint Typhoon Warning Center (JTWC) issued their first warning on the storm as Tropical Cyclone 26S at 15:00 UTC 4 April.[11] The tropical low slowly gained strength, intensifying to a Category 1 Tropical Cyclone, and was given the name Seroja by TCWC Jakarta at 20:00 UTC 4 April about 95 km (60 mi) north of Rote Island.[12] [13]

As of 18:00 UTC (20:00 AWST) on 5 April, Tropical Cyclone Seroja is located within 20 nautical miles of 10°30′S 122°54′E / 10.5°S 122.9°E / -10.5; 122.9 (seroja). Maximum 10-minute sustained winds are at 40 knots (75 km/h; 45 mph) while maximum 1-minute sustained winds are at 40 knots (75 km/h; 45 mph), with gusts up to 55 knots (100 km/h; 65 mph). The minimum central barometric pressure is 994 hPa (29.35 inHg). It is currently moving slowly.

The Meteorology, Climatology, and Geophysical Agency of the Indonesian government declared 2 days before the cyclone that they already detected possibility of cyclone formed on Savu Sea.[2] On Sunday, 4 April 2021, the agency issued an early warning.[14][15]

Impact

As a tropical low, Seroja caused widespread rainfall and thunderstorms in the East Nusa Tenggara province of Indonesia.[16][17][18] In the East Flores Regency, 14 villages were hit by flash flooding as a result of runoff and material from Mount Ile Lewotolok.[19] 44 people were thought to have died and 9 people were critically injured from mudslides, burying homes while bridges and roads connecting to Flores Island and Adonara Island were destroyed.[20][21] Trans-Timor roads were flooded, cutting off access between regencies.[22] A bridge connecting the cities of Kupang and Malaka Regency was destroyed, making travel between the two regions extremely difficult.[23] The death toll was later lowered to 41 after search and rescue teams reverified the victims' health, although an additional 27 were cited to be missing.[24] In East Timor, 3 people died in a landslide, including a two year-old child.[25] Later, another eight people were killed in the capital city of Dili.[26][5] The storm caused power outages in the entirety of East Timor, in addition of damaging the presidential palace.[5]

Other sources put the death toll as high as 63 people.[27] The office building of the govenor of East Nusa Tenggara, commonly known as "Sasando Building" was also damaged by the cyclone.[28] In the City of Kupang, 734 houses were damaged, affecting 2,190 people, while in Rote Ndao, around 30 houses were flooded. [29][22] Five cities and regencies experienced power outages, but electicity was partially restored later.[30] A dam in East Sumba overflowed, causing a flood in a neighboring city.[31] As of 5 April 2021, 04:00 Western Indonesia Time, 67 people have died.[32] According to the Meteorology, Climatology, and Geophysical Agency, the cyclone will last around 10-12 hours.[33] The high death toll was most likely because most people were sleeping when the cyclone made landfall, meaning that it was unexpected.[34] Four fuel trucks owned by Pertamina were damaged.[35]

Aftermath

East Timor Prime Minister Taur Matan Ruak cited the floods as one of the most devastating incidents to effect the country in 40 years.[25] Several schools on the Indonesia-Timor Leste border were evacuated by the Indonesian Army stationed there before they collapsed.[36][37] Police in Kefamenanu assisted by the army evacuated most of the town residents amid flooding in the region.[38]

Evacuation processes in the East Flores Regency was hampered by the lack of heavy equipment, limited access to the sea and a lack of effective shelter in the area.[21][39] The Indonesian State Electric Company was only able to repair 82% of damaged power infrastructure in residential areas, while the rest were either difficult to repair because of the extreme weather and floods.[40][41] The City of Kupang declared a state of emergency, but they lacked emergency response funds and had limited personnel to provide a response.[22] An emergency bridge was constructed to help victims evacuate in East Flores.[42]The chief of the Indonesian National Board for Disaster Management, Doni Monardo planned to visit East Flores on 5 April 2021.[43]

Controversy

The lack of a direct response by the local government was criticized.[by whom?] The hashtag #PrayforNTT become viral in Indonesia through Twitter.[44][45] WALHI pressured the provincial government of East Nusa Tenggara province to declare a state of emergency and criticized the lack of a responce from the provincial governor, Viktor Laiskodat.[46][10] The Prosperous Justice Party criticized Indonesian president Joko Widodo for attending the marriage of Indonesian celebrity Atta Halilintar instead of addressing the disaster.[47][48]
