Carlos was put in charge of handling heavy weapons, along with other duties such as local procurement, rear security and arms maintenance. His expertise in weaponry and vehicle operation made him a valuable asset. Despite his violent background, he is warm-hearted and is known for joking around. In ''Resident Evil 3'', Carlos meets and assists [[Jill Valentine]] throughout the game as the two of them attempt to escape Raccoon City. At one point Jill becomes infected by the [[T-Virus]] after a battle with the [[Nemesis (Resident Evil)|Nemesis]]. At this point Carlos becomes playable so that the player can prepare a vaccine for Jill. Ultimately he is successful in escaping the city alive along with Jill.

The events of ''Resident Evil 3'' are revisited in ''The Umbrella Chronicles'' scenario "Raccoon's Destruction", in which Carlos is a playable character alongside Jill Valentine.

Carlos' character was adapted for the films ''[[Resident Evil: Apocalypse]]'' and ''[[Resident Evil: Extinction]]'' (with the name [[Carlos Olivera]]) , which are loosely based on the games' plot. This version of the character was played by [[Oded Fehr]]. In the films his [[surname]] is spelled as 'Olivera', as opposed to Oliveira from ''Resident Evil 3: Nemesis''. He reclaims his role as a mercenary for the [[Umbrella Corporation]], who is sent to sent to [[Raccoon City]] amidst a viral-outbreak. Olivera is abandoned by the Umbrella Corporation, and later works with other survivors to escape the city. In ''[[Resident Evil: Extinction]]'', he joins a group of [[nomadic]] human survivors, who roam the now desolate [[United States]]. Olivera is ultimately infected with the [[T-virus]], and sacrifices himself to aid the survival-efforts of other survivors.
