In no way does "Volksverhetzung" mean "incitement of the people" whatever that really is supposed to be. Volksverhetzung means the "incitement to hatred toward people" which is well expressed in the first part of this article. It is about the "Verhetzung" which means the "incitement of hatred toward somebody" of a "Volk" which is an old word for a "people". undo
