Firstly, holding carbon does not have an affect on air quality. Secondly, trees have mixed effects on air quality in cities. So they don't get equal attention (or amounts of trees, in this case), but the outcome is better - it's equitable, it gets both areas to the same level and then we continue improving from there. undo
