To me, that clearly does not mean "give a pronunciation variant from each dialect" but "choose one dialect". undo

"District" in fact linked only to local government in England. England is not representative of the UK as a whole, and is actually the only country in the UK made up of districts. In Scotland, Wales, and Northern Ireland we actually have councils/local authorities.
