Sadly, you were wrong in figuring that the account doesn't need a block, might not be a direct sock but I'd say a meatpuppet if otherwise and is still an SPA. Actually, your explaination doesn't make as much sense as you figure and if anything it seems that if an account is spamblocked and another pops up doing similar things to the blocked account then it follows that the other account should have a SSP case open and a checkuser case also if it's uncertain. The oversight to me is removing it when it was a legitimate sockpuppet case.
