Can we save this depression-era photo?

See File:Untitled-91274a-1024.jpg, [3] [4]. The latter two claim (insinuate?) that it is a PD loc image. Is this good enough to get it on Wikiversity? The most suitable license on commons is {{PD-USGov}}. See, for example: File:Spark_gap_transmitter_bandwidth_-_2.png. I recommend that we move the image to commons and delete the local copy. We should probably give it a more descriptive file name. I'll take a look at this in a short while. IMHO, there's no point in us hosting a PD.
