Summary

Description How would you describe this? Its striking impressive and grotesque all in one, I've done a brief search and have not found anything to tell us what the architect had in mind, the clock-tower is obviously large enough to have a library function but unless the roof is glass the absence of windows on the uppermost floor puzzling, but at least the locals can always tell the time if down this side of the river.
