Graydon became [[Chief of the Air Staff (United Kingdom)|Chief of the Air Staff]] in November 1992, was appointed [[Air Aide-de-Camp]] on 15 December 1992<ref>{{LondonGazette|issue=53135|supp=yes|startpage=21065|date=14 December 1992|accessdate=2 June 2012}}</ref> and advanced to [[Order of the Bath|Knight Grand Cross of the Order of the Bath]] in the 1993 [[New Year Honours]].<ref>{{LondonGazette|issue=53153|supp=yes|startpage=2|date=16 June 1989|accessdate=2 June 2012}}</ref> As Chief of the Air Staff he advised the British Government on the implementation of No Fly Zones in [[Iraq]] and [[Bosnia and Herzegovina|Bosnia]].<ref>{{cite web|url=http://www.bbc.co.uk/programmes/b0113hyj|title=Stephen Nolan|publisher=BBC|date=15 May 2011|accessdate=2 June 2012}}</ref> He was also implemented the [[Front Line First]] initiative launched in July 1994 which contributed to reducing the RAF manpower from around 75,000 to around 53,000.<ref>{{cite web|url=http://www.publications.parliament.uk/pa/cm199798/cmhansrd/vo980423/debtext/80423-24.htm|title=Parliamentary questions|date=23 April 1998|publisher=Hansard|accessdate=2 June 2012}}</ref> He retired from the Royal Air Force in April 1997.<ref name=WW/>
