Bulgin, a [[Rugby league positions|fullback]], began his career with the Eastern Suburbs club as a 19-year-old in 1947. In 1949 Bulgin again went away with the Australian rugby league team on its tour of New Zealand, once again though he never played in any of the [[Test match (rugby league)|test match]]es.

At the end of his rugby league career he represented Australia as an amateur golfer in the [[Commonwealth Tournament]] in 1959 and 1967 and in the [[Sloan Morpeth Trophy]] in 1961 and 1967. In 1959 he was runner up to [[Kel Nagle]] in the [[Australian Open (golf)|Australian Open]]. In 1965 he won the [[New South Wales Amateur Championship]].
