This cover is obviously PD in the US. However, this cover is a work that originates from the UK. The UK has a much lower threshold for copyright protection. The current file can be found here https://en.wikipedia.org/wiki/File:Wham_final.jpg and clearly states do not transfer as it could be copyrighted in home country. Needs to be PD in UK & US to be hosted on Commons.
