This file was initially tagged by Contributers2020 as Copyvio (copyvio) and the most recent rationale was: Obvious Copr. This file was present in https://www.bbc.com/persian/iran-44412125 (this file file was cropped). BBC states that © 2021 BBC News.(Originally © 2021 بی بی سی.) therefore the copr. Also to note that on which this derivative file was made is deleted on English Wikipedia under WP:F5
As the threshold of originality is pretty low in Iran, this is a logo of a public service that might be in the public domain. Ruthven (msg) 08:37, 29 October 2021 (UTC)

Speedy delete according to me as in COM:Threshold_of_originality#Iran it says Not OK for most logos. The level of originality required for copyright protection in Iran seems very low.
Nothing also yields from Commons:Copyright rules by territory/Iran stating any information about a public service. Contributers2020Talk to me here 16:59, 29 October 2021 (UTC)
