The user who uploaded it specifically released copyright on another image they uploaded around the same time, [1], saying that they were the owner. Other places, this user specifically talked about a trip visiting the place, [2]. Additionally, it clearly contains copyright information saying that the user released the copyright, so I don't see what this is about. I don't appear to have the ability to get the exact creation logs from en.wikipedia.org, so if that's what you're looking for you might need to ask a moderator.
